Can it be a tornado if there isn't a funnel?

Yes, sadly 'mini-tornado' is, I think, a term which was coined over here. For a number of years no-one seemed to correct people but I, and several others, have been doing our level best in the last 10 years! The term does seem to be becoming less used now, which is great!

The use of "mini-tornado" is still very common in Australia. For example, the recent tornado in Townsville (I am pretty confident about this) was widely reported as a "mini-tornado." Even the Lennox head tornado on the 3rd of June, 2010 - http://www.youtube.com/watch?v=s0GB1i0Zs5A - was reported as a "mini-tornado" by some news outlets (for example - http://www.heraldsun.com.au/news/mi...-new-south-wales/story-e6frf7jo-1225874845412). In that case, there is plenty of footage of the tornado causing damage through the town.
