Best mapping software?

Can anyone please recommend a good mapping software for roads that can be used on a laptop with GPS?

I use Apple maps on an iPad for normal operations. This mapping also shows traffic delays which can be critical. I believe Google mapping is similar. I also use a Garmin w/ satellite radar over mapping as a backup in the event I don't have a cell connection for the iPad, which can happen when there are too many chasers using data and everything slows / stops. I don't suggest relying on cell data only. I like back-ups for safety.

If MAPS.ME is available as a laptop app, then I would go with that. Works wonders for mobile devices.

If anyone also knows of a map that will accurately show which roads are paved and which ones are not, I would sure like to hear about it. I think AAA would appreciate it too. Garmin and Google haven't cut it for me.
