Article: The Proposed 1883 Holden Tornado Warning System

Good article. I didn't know that some of the NWS offices were using "line Lockouts" to help issue tornado warnings. Very Interesting.
 
I'm always facsinated by this idea that the damage from the perception would be greater than the likely damage of the tornado. I'm not saying it isn't true, given the infancy of technology and reporting ability back then but it's an interesting notion that the greater public sometimes needs to be protected from information that may IN THE RIGHT circumstances benefit them. From the books I've read about the early incarnations of the weather service the perception factor seemed to go deeper than just merely transmiting the existance of a tornado.
