The narrator sounds like the NFL "frozen tundra" guy. That hook is scary wicked even on the old NWS radar. Thanks for posting.

The radar was WHIO-TV's converted aircraft radar. I'm pretty sure it was an AVQ-10, which would have been a C-band system.

The narrator was someone named Fred Collins. It would have been really neat if had been John Facenda!
 
To this day, only Tom’s videos come close.
Irwin Allen and the Apollo program influenced this movie I think.
